The Regional Development Council of Western Visayas has named Bacolod City's Information Technology (IT) Investment Program as the Best Public Sector Practice in Region VI for the local government unit category for the past two years.
Under the program, the city adopted a multi-stakeholder approach, according to IT focus team chairman and Councilor Jocelle Batapa-Sigue.
She said the primary role of the private sector is to provide investments, capital and other resources. Support, transparent and pro-competitive policies and framework, on the other hand, shall be provided by the local government, she said.
In 2005, Bacolod was bare of major outsourcing companies and there was lack of international IT enterprises such as call centers.
But despite this, Bacolod was named as one of the eight alternative cities outside of Metro Manila likely to develop into outsourcing hubs in the Philippines. This was based on the "NeoIT Study: Outsourcing to the Philippines: Metro Manila and Beyond," dated September 2005.
